SEC 主席 Atkins：将为链上市场制定监管框架，呼吁国会通过 CLARITY 法案
深潮 TechFlow 消息，5 月 09 日，据 SEC 官网，美国证券交易委员会（SEC）主席 Paul S. Atkins 于5月 8 日在特别竞争研究项目 AI+博览会上发表讲话，就 AI 与链上金融市场的监管方向作出表态。
Atkins 表示，SEC 将围绕链上市场推进多项监管举措，包括：为链上交易系统制定"交易所"定义的相关规则；明确经纪商与交易商定义在链上活动中的适用范围；厘清"清算机构"定义对链上清算结算活动的适用边界；以及为"加密金库"（Crypto Vaults）相关活动提供监管指引。
在 AI 监管方面，Atkins 强调 SEC 不会强制规定企业使用特定模型，而是坚持以保护投资者、维护市场公平高效、促进资本形成为核心职责，要求企业对其部署的 AI 工具结果负责。
Atkins 同时呼吁国会尽快将 CLARITY 法案送交总统签署，以通过立法形式为数字资产市场提供长期确定性，并警告若将创新逼至境外将重蹈 FTX 覆辙，损害美国投资者利益。
